This research aims to analyze the perception of professionals regarding the organizational enviro... more This research aims to analyze the perception of professionals regarding the organizational environment scanning and its importance for strategic decision making. The study intends to identify the perception of participants related to the organizational environment scanning, given constant changes that make it complex and unpredictable. The analysis of environmental information enables the perception of the environment and enhances organizational maturity through the early identification of the development of systemic changes. To carry out the work we used bibliographic sources which support the environmental scanning concepts, strategic intelligence and decision making. The chosen method was a web survey with a small representative sample of the population. Through the survey it can be seen that the participants realize the importance of the environmental scanning, which helps managers to identify opportunities, detect and interpret problems and implement improvements. The conclusion of the research allowed us to identify the difficults related to the environmental scanning, as the lack of strategic maturity by not making use of tools and methods which help the process. As a result of it, we found organizations with shortage in carrying capacity of the collection, interpretation and action on the environmental signals.

In this paper, we investigate the informal use of mobile and wireless technologies in organizations, seeking to understand how organizations can develop new opportunities arising from this use, and how the interactions and information generated can be used in order to promote benefits in organizational processes. Anticipative and Collective Strategic Intelligence (IEAc), operated by the L.E.SCAnning® method, is used as context, focusing on the steps that interact with the external environment of the organization: collection and transmission of weak signals. These themes are still little explored in the Latin American context, both individually and as a group. This study seeks, through the use of data collected conducting semi-structured interviews with professionals from multidisciplinary groups, to identify opportunities for the informal use of mobile and wireless technologies in intelligence processes in organizations.
The impact and importance of the use of mobile technologies in personal and professional lives of... more The impact and importance of the use of mobile technologies in personal and professional lives of individuals is increasing in Latin America. One of the major impacts of such use in the organizational context concerns the agility gain. However, the concept of agility is still not robust, since there is no clear and precise definition with respect to the theoretical model. The purpose of this research is therefore to deepen the concept of agility in the dimensions concerning the use of mobile technologies. To do so, we related the constructs identified in the literature review to the agility characteristics in respect of use of mobile technologies through a card sorting tool. The results indicate three major perspectives of agility from the use of mobile technologies are time, access to information and communication.
In order to explore the development of absorptive capacity in processes of exploitation of weak s... more In order to explore the development of absorptive capacity in processes of exploitation of weak signals, from the perspective of the creation of organizational knowledge, this article approaches the concepts of exploitation of weak signals and absorptive capacity, which is a previously unexplored and it specifically shows how absorptive capacity can be developed through weak signal management practices in organizations. Latin America still has little expression in studies on this topic. The research used an exploratory qualitative approach, conducted through semi-structured interviews conducted with professionals in the field of intelligence. Several points of connection were identified between the assumptions and dimensions of the absorptive capacity and the work of Intelligence. The performance of Intelligence activities promotes conditions that allow the expansion and creation of explicit tactical knowledge, as well as the amplification of individual knowledge at an organizational level..

O objetivo geral da pesquisa é analisar como os Gestores Públicos aplicam Inteligência e Gestão do Conhecimento visando maior qualidade na tomada de decisão. Como método, foram realizadas entrevistas com dezessete gestores públicos do Sul do Brasil. Para a análise, foi aplicada a técnica de Análise Comparativa Qualitativa utilizando Conjuntos Fuzzy para identificar caminhos efetivos para tomada de decisão na Administração Pública.

Incorporating foresight practices into the innovation process is relevant to enhance the competit... more Incorporating foresight practices into the innovation process is relevant to enhance the competitiveness of companies in dynamic and complex environments. From a systematic literature review, this paper maps three roles that foresight assumes when associated with innovation and that help leverage the innovativeness of firms: the informational role concerns monitoring weak signals that indicate future developments; the facilitation role concerns using prospective tools that stimulate collective visions of the future; and the strategic influence role deals with recommendations that support decision-making. From these roles, an integrative framework is proposed to explain the relationships among the constructs researched and that can serve as a model to be tested in the future. This study aims to present foresight practices that can leverage the innovativeness of organisations and contribute to the development of the theory that still lacks depth in relation to the impact of foresight on innovation.

Monitoring the performance of governmental programs is extremely important to assure that the obj... more Monitoring the performance of governmental programs is extremely important to assure that the objectives are being achieved and that the program will be successful. The efficacy of current performance management practices has been widely discussed. The issue is that it generally takes a long period of time to implement monitoring systems, and managers end up having to rely on intuition to make decisions. Thus, there is an emerging need to adopt more proactive practices that could provide a better support to decision making along with the traditional ways of monitoring performance. In this sense, this paper presents an exploratory study to investigate the potential contributions of the Anticipative and Collective Strategic Intelligence (IEAc) for managing the performance of governmental construction programs. The study was motivated by the idea that through IEAc, it is possible to capture and process relevant information for foreseeing external changes, and thus it could be very helpful in reducing the level of uncertainty in decision making processes, facilitating the monitoring process of highly complex programs. Thus, a case study was conducted in the City Entrance Integrated Program (PIEC). The PIEC is a housing program that has been implemented by the municipal government of Porto Alegre (Southern Brazil) for ten years and has undergone a series of adaptations during its implementation. The information to feed the IEAc activity was collected during a series of interviews with the teams responsible for implementing the program. The different pieces of information were organized according to the IEAc guidelines, presenting a strong potential to help program managers make better decisions. The main contributions of the IEAc activity are related to facilitating the monitoring process of intangible results, and allowing proactive actions to solve problems that are perceived by the teams during program implementation. It was also identified that even though the implementation teams retain very rich information about the situation, this information is not shared among them. In this sense, in order to successfully adopt IEAc activity to support decision making, greater collaboration among teams should be reached.

Objetivo: a revisão sistemática desenvolvida neste artigo teve como objetivo apresentar as potenc... more Objetivo: a revisão sistemática desenvolvida neste artigo teve como objetivo apresentar as potenciais aplicações e consequências do uso da Blockchain para a administração pública. Método: a partir da busca de artigos nas bases Scopus, Web of Science, SSRN e Science Direct, e seguindo o método PRISMA, foram selecionados 16 artigos que continham as temáticas: Blockchain, participação governamental direta ou como principal regulamentador, política pública. Resultados: as principais aplicações encontradas foram referentes a: processamento de dados e segurança de dados públicos, novas propostas de regulamentação estatal e de organização institucional. Quanto aos impactos, destacam-se a melhoria na gestão dos dados, diminuição da burocracia e necessidade de afinar a relação entre Estado, sociedade e mercado. Conclusão: a Blockchain apresenta-se como uma tecnologia capaz de renovar os processos de gestão, mas criando novos desafios à administração pública.

A firm with well-developed innovation capabilities stands a better chance to sustain its competitiveness. Additionally, strategic intelligence practices will also contribute to positive results, as a firm's economic sustainability depends on installed processes to obtain informational elements coming from the external environment to support its decisionmaking process. In this way, innovation often benefits from intelligence processes, especially when it provides new knowledge, monitors technological trajectories, and expands understanding of the external environment. To survive in a competitive market a firm needs innovation capabilities and strategic intelligence practices, but how are they related? Firms that are proactive in terms of their strategic intelligence practices have more developed innovation capabilities when compared to those reactive ones? This study aims to identify whether firms with activities associated with the strategic intelligence process differ in terms of their innovation capability level, verifying differences when comparing reactive and proactive groups. We analyzed secondary data of 1,331 Brazilian manufacturing firms. From the analysis, we have identified that development, operations and management capabilities are higher in those firms where there are strategic intelligence practices in place.

Sistemas de Inteligência que se utilizam da análise de sinais fracos têm como objetivo monitorar ... more Sistemas de Inteligência que se utilizam da análise de sinais fracos têm como objetivo monitorar oportunidades e ameaças oriundas do ambiente empresarial, enquanto a teoria da criação do conhecimento organizacional visa explicar como novos conhecimentos são criados. Em ambientes altamente competitivos e com uso intensivo do conhecimento as temáticas de análise de sinais fracos e criação de conhecimento organizacional ganham destaque. Embora haja um número considerável de pesquisas que exploram, isoladamente, a análise de sinais fracos e a criação de conhecimento organizacional, poucos estudos analisam ambos os temas em conjunto. O propósito deste ensaio teórico é examinar pontos de convergência entre a Teoria da Criação do Conhecimento Organizacional e a Análise de Sinais Fracos. Diversos pontos de convergência foram mencionados, especialmente a importância do coletivo, dos grupos, tanto para a criação do conhecimento organizacional quanto para a análise de sinais fracos.

Brazil, since the beginning of the 2000s, has witnessed a greater emphasis on methodologies focused on observing an organization's external environment, also known as intelligence methodologies. They are many, and all these target on assisting organizations, in one way or another, in acquiring and using information. With the growth of the internet, more and more information is being generated which allows the monitoring of the competitive environment in which organizations operate. Thus, taking into account the methodologies and assumptions intelligence available to large volumes of information for monitoring of competition environments, it makes sense to imagine that a software can help in this scenario. However, this brings up the issue of knowing which features should such an application have? This is the main subject of this study. Via extensive bibliographical research and interviews with both specialists and professionals in the field of intelligence, it was possible to formulate a proposal for a structured checklist of functionalities that a software application should have to be of true assistance in this vital process which is currently being adopted in many Brazilian organizations.
